The drones could be launched remotely to assess storm damage, conduct search-and-rescue operations, inspect infrastructure and provide aerial surveillance when roads are flooded, blocked or otherwise unsafe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">County documents classify the project as hurricane mitigation. But the equipment would remain permanent Sheriff\u2019s Office infrastructure capable of being deployed for conventional law-enforcement operations long after the hurricane-recovery program ends.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal raises questions about whether federal disaster money should finance a lasting police-surveillance network, how Pasco arrived at the $9 million estimate and what privacy restrictions would govern the drones outside declared emergencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also comes as the Sheriff\u2019s Office is withdrawing approximately 60 Flock Safety automated license-plate readers from county-controlled roads following public opposition and declining support among county commissioners.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A $9 million preliminary allocation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The drone proposal appears in Application Case 32774, identified as Project 02 of 21 in the county\u2019s \u201cBetter Future\u201d Infrastructure and Mitigation Program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the county\u2019s agenda memorandum, the project would provide countywide coverage to a population of 532,355. The proposal lists no local contribution or other leveraged funding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pasco received approximately $585.7 million in federal recovery funding following Hurricanes Idalia, Helene and Milton. Its approved disaster-recovery action plan allocates more than $76 million to projects intended to reduce the risks posed by future disasters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The county memorandum describes the proposed drone system as converting aerial response from equipment that must be transported to an incident into permanent infrastructure positioned before a disaster occurs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That infrastructure, the county says, would allow emergency personnel to assess damage within minutes, direct limited resources toward the highest-priority locations and reach residents requiring assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those are potentially valuable capabilities following a hurricane. Drones can examine washed-out roads, locate stranded residents and survey areas that may be unsafe for first responders to enter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the memorandum does not limit the proposed network to disaster response.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Approval does not mean the drones have been purchased<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Social-media posts have claimed that the Pasco Sheriff\u2019s Office is already using $9 million in hurricane-relief money to purchase 22 Flock Alpha drones and 21 docking stations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The underlying $9 million proposal is genuine. Other portions of that claim have not yet been established.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The commission\u2019s action amounted to approval of a Phase 1 project recommendation\u2014not a completed $9 million purchase. The county memorandum says that any funding commitment and notice to proceed remain subject to final eligibility review, environmental review, a duplication-of-benefits analysis, procurement, funding availability and execution of the necessary agreements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">County officials also cautioned during the Aug. 25 meeting that the amounts attached to individual projects were planning estimates that included contingencies. Officials said competitive procurement could produce lower prices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The memorandum does not name Flock Safety\u2014or any other company\u2014as the intended vendor. No bid, purchase order or executed contract reviewed for this article establishes that Pasco has selected Flock.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Flock does sell an autonomous \u201cDrone as First Responder\u201d platform matching some of the proposal\u2019s general characteristics. The company says its Alpha aircraft can reach 60 mph, operate from weatherized automated docks, use thermal and low-light cameras and read a vehicle\u2019s license plate from as far as 2,000 feet away.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Sheriff\u2019s Office also has an existing relationship with drone manufacturer Skydio, which has publicly described its work with the agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Until Pasco releases its technical specifications, vendor communications or procurement records, identifying the proposed aircraft as Flock Alpha drones would be premature.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Disaster mitigation or permanent police infrastructure?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Federal rules permit certain disaster-recovery money to be used proactively rather than simply replacing things damaged during a storm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">HUD defines mitigation activities as those that increase resilience and reduce or eliminate the long-term risk of death, injury, property damage, suffering and hardship from future disasters. The county lists 43.3% of the project\u2019s beneficiaries as low- or moderate-income residents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Final eligibility has not yet been determined.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pasco\u2019s broader disaster-recovery plan emphasizes unmet housing needs, flooding, drainage, storm water systems, damaged infrastructure, emergency shelters and the hardening of critical facilities. The plan permits other forward-looking mitigation projects, but it does not appear to identify a permanent law-enforcement drone network specifically.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction deserves scrutiny. Once installed, the drones would not disappear when the federal grant closes. The Sheriff\u2019s Office would own and operate a network of cameras capable of traveling above neighborhoods, backyards, roads, demonstrations and other locations that stationary cameras cannot continuously observe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The county memorandum does not explain:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>What circumstances would authorize a drone launch.<\/li>\n\n\n\n<li>Whether the aircraft would respond automatically to 911 calls or license-plate-reader alerts.<\/li>\n\n\n\n<li>Whether they would be used for routine patrols or criminal investigations.<\/li>\n\n\n\n<li>How long recorded video and flight information would be retained.<\/li>\n\n\n\n<li>Whether footage could be searched using facial-recognition or license-plate technology.<\/li>\n\n\n\n<li>Whether information would be shared with federal immigration authorities.<\/li>\n\n\n\n<li>Whether warrants would be required for prolonged observation of private property.<\/li>\n\n\n\n<li>Where the 21 proposed docking stations would be installed.<\/li>\n\n\n\n<li>Whether residents would have access to flight logs or other transparency reports.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Those questions are especially relevant because Pasco\u2019s relationship with surveillance technology is already politically contentious.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Flock cameras are being removed from county roads<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Sheriff\u2019s Office recently announced that approximately 60 automated license-plate readers would be removed from county-controlled roads after commissioners indicated they no longer supported the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those cameras were supplied by Flock Safety, although the Sheriff\u2019s Office had reportedly been preparing to replace them with Axon equipment before abandoning the county-road program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sheriff Chris Nocco defended the readers as tools for solving crimes and locating missing people. Nothing presently available establishes that the drones would replace the roadside cameras or that the two systems are part of the same contract.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nevertheless, the timing creates a striking contrast: as Pasco retreats from one form of police surveillance on county roads, it is considering $9 million in federal recovery funding for a considerably more mobile aerial network.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Questions remain before money is spent<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Pasco must still demonstrate that the project satisfies federal requirements and complete the procurement process before construction or deployment can begin. They can.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question is whether a $9 million permanent police-drone network represents the most urgent and accountable use of federal money awarded to a county where residents are still recovering from destructive storms.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Sources &amp; Editorial Note<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This is an initial accountability report based primarily on Pasco County\u2019s agenda memorandum for Application Case 32774, the county commission\u2019s Aug. 25, 2026 meeting and Pasco County\u2019s federal disaster-recovery action plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The project is a preliminary funding recommendation. No evidence reviewed for this article establishes that Pasco County has executed a $9 million drone contract, purchased the aircraft or received final federal approval for the expenditure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Social-media posts identify the proposed aircraft as Flock Alpha drones. The county memorandum does not identify a vendor, and that claim remains unconfirmed. Descriptions of Flock Alpha\u2019s capabilities are based on the manufacturer\u2019s published product information and should not be interpreted as proof that Pasco has selected the company.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Information about the removal of Flock license-plate readers from county-controlled roads is based on reporting by the <em>Tampa Bay Times<\/em>. That camera program is separate from the proposed drone project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Federal mitigation requirements are drawn from guidance published by the U.S. Department of Housing and Urban Development. Whether this particular proposal ultimately qualifies for federal funding will depend on reviews that had not been completed when the county memorandum was issued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">State of Disorder is seeking additional procurement records and responses from Pasco County and the Pasco Sheriff\u2019s Office.
