President Donald Trump took a ceremonial lap in the presidential limousine, military aircraft flew overhead, and roughly 200,000 spectators were expected to watch drivers approach 185 mph within sight of some of America&#8217;s most recognizable landmarks. The Accounting Should Begin.<\/a><\/ul><\/div><\/div><\/div><\/div><\/div>\n\n\n<p class=\"wp-block-paragraph\">For spectators, the attraction was straightforward: an IndyCar race through downtown Washington with free general admission and unprecedented access to a major motorsports event. For the Trump administration, it was promoted as a celebration of American engineering, competition and national pride. And for Penske Corporation, which owns IndyCar, it was an enormous privately backed undertaking assembled on an extraordinarily compressed schedule.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But after the cars leave and the barriers come down, there is another question worth answering: <strong>What did the Freedom 250 actually cost the public?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Penske says it paid the vast majority of the costs of producing the race and did not accept federal money to stage it. That is significant, and any accounting of the event should acknowledge it. But producing the race itself was only part of what made Sunday&#8217;s spectacle possible. Federal and local agencies provided security, public spaces were closed or restricted, police were placed on full activation, government personnel facilitated the event, military aircraft participated in flyovers, and commercial air traffic at Ronald Reagan Washington National Airport was paused for three hours. Those costs and consequences are not captured simply by saying Penske paid for the race. <a href=\"https:\/\/www.washingtonpost.com\/dc-md-va\/2026\/07\/29\/freedom-250-grand-prix-what-know-about-race-dc\/\">The Washington Post<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At this point, there does not appear to be a complete public accounting that answers the question. That doesn&#8217;t mean taxpayers secretly financed the race, nor does it establish that the public costs outweighed whatever economic or civic benefits Washington received. It means something considerably simpler: <strong>the final public price tag remains unclear.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Trump Ordered Washington to Make the Race Happen<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Freedom 250 wasn&#8217;t an ordinary IndyCar event that happened to select Washington as its next host city. Trump announced the race in January as part of the United States&#8217; semi quincentennial celebration and directed federal agencies to make it possible. Organizers reportedly worked through roughly <strong>1,350 pages of permits<\/strong>, while the physical transformation required barriers, fencing, track preparation and extensive security arrangements. Demand was equally substantial: organizers received approximately <strong>288,000 ticket requests<\/strong>, according to Motorsport.com. General admission was free, although high-end hospitality packages and premium passes were sold separately. <a href=\"https:\/\/www.motorsport.com\/indycar\/news\/inside-indycars-washington-dc-race-288000-ticket-requests-and-a-13-person-team\/10847865\/\">Motorsport<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The original concept was even more ambitious. Organizers wanted the circuit to travel through the grounds of the U.S. Capitol, but doing so required congressional approval. The proposal stalled amid concerns that corporate advertisements covering the cars and surrounding race infrastructure would violate restrictions on commercial advertising on Capitol grounds. The final course was therefore designed around areas where congressional authorization wasn&#8217;t required. <a href=\"https:\/\/www.reuters.com\/world\/us\/trump-caps-summer-us-250th-birthday-with-auto-race-through-washington-2026-08-23\/\">Reuters<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction matters. It would be inaccurate to say Trump simply overrode Congress and raced through the Capitol grounds anyway; he didn&#8217;t. The congressional obstacle remained, and the Capitol was removed from the route. What the administration did instead was find a course that could proceed through executive-branch and District-controlled areas without needing the approval that the original proposal couldn&#8217;t obtain.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Penske Says It Paid the Vast Majority of the Bill<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The private financing behind the Freedom 250 was substantial. Penske Corporation President Bud Denker, who chaired the event, has said Penske was responsible for the overwhelming majority of its production costs. The company has not publicly released a final figure, but Denker offered a useful comparison before race weekend: Penske&#8217;s Detroit Grand Prix costs roughly $20 million to stage, and he said the Washington race would cost <strong>considerably more<\/strong> because of its compressed construction schedule, permitting requirements and larger hospitality facilities. <a href=\"https:\/\/www.washingtonpost.com\/dc-md-va\/2026\/07\/29\/freedom-250-grand-prix-what-know-about-race-dc\/\">The Washington Post<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other reports have placed the overall event cost higher, but without a final audited accounting it would be premature to present a precise figure as established fact. What Penske has said more clearly is that sponsorship revenue helped offset its expenses and that it <strong>did not accept federal funding to produce the race<\/strong>. <a href=\"https:\/\/www.cbsnews.com\/news\/indycar-race-dc-freedom-250-grand-prix-what-to-know\/\">CBS News<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s an important distinction because criticism of the event shouldn&#8217;t imply that taxpayers bought the race cars, constructed the track or simply handed Penske tens of millions of dollars. The available evidence doesn&#8217;t support that characterization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But it doesn&#8217;t answer the public-cost question either.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even Denker has acknowledged that government-provided security is separate from Penske&#8217;s production expenses. The Metropolitan Police Department, U.S. Secret Service, U.S. Park Police and other agencies participated in securing the event. D.C. police were placed on <strong>full activation<\/strong> for the weekend, meaning available officers were deployed throughout the city. <a href=\"https:\/\/www.washingtonpost.com\/dc-md-va\/2026\/07\/29\/freedom-250-grand-prix-what-know-about-race-dc\/\">The Washington Post<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So two statements can simultaneously be true: <strong>Penske privately financed most of the Freedom 250, and taxpayers still incurred costs because the event occurred.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The unanswered question is how much.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Security Was a Major Government Operation<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Hosting a massive sporting event around the National Mall would require substantial security under any circumstances. Hosting one attended by the president, vice president, Cabinet officials, members of Congress and other senior government officials dramatically increases those requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An Aug. 18 Secret Service request to the National Park Service sought additional restrictions on streets, sidewalks and parkland surrounding the event because of what the agency described as the Freedom 250&#8217;s unique security requirements. Multiple law-enforcement and protective agencies were operating around an event attended by much of the country&#8217;s political leadership.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">None of that makes the expenditures improper. Protecting the president is a legitimate governmental responsibility regardless of whether he is attending a sporting event, political gathering or official ceremony. Police would also be required for any event drawing a six-figure crowd into central Washington.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But legitimate public expenses are still public expenses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the purpose is to determine what the Freedom 250 cost taxpayers, those expenses belong in the accounting even if they were necessary and legally authorized.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The National Mall Wasn&#8217;t Just Closed on Race Day<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Freedom 250&#8217;s physical footprint extended well beyond Sunday&#8217;s race.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">National Park Service records show that temporary closures and public-use restrictions associated with preparing the event began long before spectators arrived. Earlier phases of race preparation affected designated National Mall parklands during the summer, while another round of closures began Aug. 14 as organizers moved into the final stage of construction and security preparation. NPS said fencing and other physical barriers would remain until restrictions were no longer necessary. <a href=\"https:\/\/www.nps.gov\/nama\/learn\/management\/rod-for-freedom-250-grand-prix-indy.htm\">National Park Service<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additional federal park areas were temporarily closed Aug. 20 for filming associated with race preparations, including portions of Arlington Memorial Bridge, Memorial Circle, Memorial Avenue and roads around the Lincoln Memorial. <a href=\"https:\/\/www.nps.gov\/gwmp\/learn\/management\/public-notice-grand-prix-road-closures.htm\">National Park Service<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By race weekend, the closure network had expanded dramatically. Numerous downtown streets were closed to vehicle traffic beginning early Friday and continuing through Sunday night, including sections around Pennsylvania Avenue, Constitution Avenue and areas extending into Southwest Washington. <a href=\"https:\/\/www.fox5dc.com\/news\/freedom-250-grand-prix-dc-full-list-parking-restrictions-street-closures\">Fox 5 DC<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Again, closures are unavoidable when turning city streets into a race circuit. The relevant question isn&#8217;t whether organizers could somehow have staged an IndyCar race without closing roads. They couldn&#8217;t.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The accountability question is what those closures required from public agencies and what consequences they produced for everyone else using the city.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Some Businesses Paid a Price of Their Own<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The administration and District officials promoted the Freedom 250 as an opportunity to showcase Washington and generate economic activity during a traditionally slower part of the year. A crowd approaching 200,000 people would plainly create opportunities for hotels, restaurants, bars, transportation providers and other businesses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But major events don&#8217;t distribute their economic benefits evenly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Washington Post reported that some restaurants located within the security zone experienced disruptions from road closures and parking restrictions in the days before the race. BASIS DC, a public charter school in Penn Quarter, dismissed students early because of increased security and event preparations. <a href=\"https:\/\/www.washingtonpost.com\/dc-md-va\/2026\/08\/23\/grand-prix-race-kick-off-dc-streets-trump-hosted-250th-celebration\/\">The Washington Post<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That doesn&#8217;t establish that the Freedom 250 was economically bad for Washington. A credible economic assessment would need to consider visitor spending, hotel occupancy, tax revenue, business activity and public expenses across the city rather than selecting individual winners or losers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those figures aren&#8217;t available yet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The distinction matters because sporting events frequently produce competing claims about their economic impact. Organizers point to visitors and spending, while affected businesses may report lost customers or accessibility problems. Both can be true simultaneously. A restaurant sitting behind a security perimeter can lose money while a hotel several blocks away has one of its best weekends of the year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The actual economic impact should therefore be measured rather than assumed.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Washington Had to Be Physically Prepared for 185-MPH Race Cars<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Turning ordinary streets into an IndyCar circuit required more than placing barriers along the curb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cars were expected to reach approximately <strong>185 mph on Pennsylvania Avenue<\/strong>, creating engineering concerns that don&#8217;t exist during ordinary traffic. Race preparations included securing street infrastructure and installing extensive safety barriers along the course. But the precautions illustrate the unusual challenge of inserting professional motorsports into an area filled with museums, monuments, archives and historic federal property.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials said the streets themselves were expected to require relatively little refurbishment afterward. If that proves accurate, it would substantially reduce one potential category of public expense. <a href=\"https:\/\/www.reuters.com\/world\/us\/trump-caps-summer-us-250th-birthday-with-auto-race-through-washington-2026-08-23\/\">Reuters<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But restoration is only one part of the calculation. Preparation, inspection, traffic management, permitting, engineering support and government personnel all represent resources even when the pavement survives the weekend intact.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Then Washington Stopped Air Traffic for the Show<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Perhaps the most unusual disruption occurred several miles away from the track.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Commercial air traffic at <strong>Ronald Reagan Washington National Airport was paused for approximately three hours Sunday around midday<\/strong> to accommodate military flyovers associated with the Freedom 250. The displays included a Boeing 747 of the type used as Air Force One and what appeared to be a B-2 stealth bomber. <a href=\"https:\/\/www.reuters.com\/world\/us\/trump-caps-summer-us-250th-birthday-with-auto-race-through-washington-2026-08-23\/\">Reuters<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reagan National&#8217;s location next to some of the most sensitive airspace in the country already creates unusual operational constraints. Temporarily stopping traffic there for ceremonial military flyovers therefore raises a straightforward question about consequences: how many flights were delayed, canceled, diverted or rescheduled, and how many passengers were affected?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those numbers should be obtainable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is also a separate cost question surrounding the military participation itself. Military flyovers are routinely conducted at major American sporting and ceremonial events, and their costs vary depending on aircraft, training requirements and whether missions are incorporated into already planned flight hours. Without documentation, it would be irresponsible to simply assign a dramatic dollar figure to Sunday&#8217;s display.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the government should be capable of explaining what aircraft participated, what agencies or military branches paid for their operation, and whether the flights represented additional expenditures attributable to the event.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same principle applies to the airport disruption. Saying <strong>\u201cDCA stopped traffic for three hours\u201d<\/strong> tells readers what happened. Determining what that decision cost requires evidence that should come from the FAA and airport operators rather than speculation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Race Was Also Unmistakably a Trump Production<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Freedom 250 was officially part of America&#8217;s 250th-anniversary celebration, but Trump placed himself prominently at the center of it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He rode around the circuit in the presidential limousine before the start, waved the green flag from his presidential viewing box and watched the race alongside first lady Melania Trump and other prominent officials. Military flyovers and other patriotic displays surrounded the competition. The event followed a summer in which the president repeatedly blended sports, entertainment and patriotic imagery into the administration&#8217;s semiquincentennial programming. <a href=\"https:\/\/www.reuters.com\/world\/us\/trump-caps-summer-us-250th-birthday-with-auto-race-through-washington-2026-08-23\/\">Reuters<\/a><\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"713\" height=\"475\" src=\"https:\/\/stateofdisorder.com\/wp-content\/uploads\/2026\/08\/TrumpProduction@0.75x-20.jpg\" alt=\"President Donald Trump signs the Freedom 250 executive order in the Oval Office surrounded by IndyCar drivers, administration officials and racing representatives\" class=\"wp-image-761\" srcset=\"https:\/\/stateofdisorder.com\/wp-content\/uploads\/2026\/08\/TrumpProduction@0.75x-20.jpg 713w, https:\/\/stateofdisorder.com\/wp-content\/uploads\/2026\/08\/TrumpProduction@0.75x-20-300x200.jpg 300w\" sizes=\"(max-width: 713px) 100vw, 713px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Critics can reasonably question whether such spectacles blur the boundary between national celebrations and presidential self-promotion. Trump supporters can just as reasonably point out that presidents have always played prominent roles in national commemorations and that Sunday&#8217;s event was available to ordinary Americans without requiring expensive admission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The public interest was difficult to dispute. Organizers received hundreds of thousands of ticket requests, and the streets surrounding the course filled with spectators for an event that had never happened before in Washington. <a href=\"https:\/\/www.motorsport.com\/indycar\/news\/inside-indycars-washington-dc-race-288000-ticket-requests-and-a-13-person-team\/10847865\/\">Motorsport<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For racing fans, the event also delivered an actual competition rather than merely a political photo opportunity. Kirkwood survived six caution periods to win for Andretti Global, with Christian Lundgaard finishing second and Will Power third. <a href=\"https:\/\/www.reuters.com\/sports\/kirkwood-wins-incident-filled-freedom-250-washington-2026-08-23\/\">Reuters<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whether someone considered the Freedom 250 an inspired celebration or an extravagant presidential spectacle, it was undeniably a major public event.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And major public events create public records.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u201cPrivately Funded\u201d Doesn&#8217;t Mean \u201cNo Public Cost\u201d<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This is where the distinction at the center of the Freedom 250 matters most.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When a private organizer says it financed an event, most people reasonably interpret that to mean taxpayers didn&#8217;t pay for it. In ordinary conversation, that&#8217;s close enough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In public accounting, it isn&#8217;t.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Penske appears to have assumed the enormous cost of constructing and operating the race itself. That&#8217;s fundamentally different from a city spending tens of millions of taxpayer dollars to subsidize a sporting event&#8217;s production.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the Freedom 250 also required federal property, federal law enforcement, local police, road closures, aviation restrictions, government planning and security operations. Some of those costs would exist for virtually any event of comparable size. Others arose because the president and other senior officials attended. Still others may have resulted directly from the unusual requirements of transforming central Washington into a race circuit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those categories shouldn&#8217;t be blurred together, but neither should they disappear from the conversation simply because Penske paid the production bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A serious accounting would identify them separately.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>So What Should the Public Get to Know?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The easiest way to resolve the question isn&#8217;t through political argument. It&#8217;s through records.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Secret Service should be able to identify Freedom 250-related expenditures beyond ordinary personnel costs, subject to legitimate security redactions. The National Park Service and Interior Department should have records documenting staffing, closures, permits, property preparation and restoration. The Transportation Department should be able to account for federal resources used to facilitate the event. The FAA should have records concerning the Reagan National traffic pause and its operational consequences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The District government should be able to identify police staffing, overtime, transportation expenses, road preparation and other municipal costs. Federal agencies involved in the military flyovers should have records explaining what resources were used and how those missions were funded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There should also be agreements between government entities and the race organizers describing who was responsible for particular expenses and whether Penske reimbursed any government costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">None of those records need to reveal sensitive presidential security plans. The public doesn&#8217;t need tactical Secret Service information to know how much public money was spent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And those records could answer a question that neither supporters nor critics should have to guess about.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Economic Benefits Deserve the Same Scrutiny<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A complete accounting shouldn&#8217;t look only at costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Washington hotels filled rooms, restaurants gained customers, Metro ridership increased, tourism spending surged and the District collected additional tax revenue because of the Freedom 250, those benefits belong in the calculation too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same applies to less easily quantified benefits. Washington received extensive national and international television exposure. Hundreds of thousands of people sought tickets. A major American racing series staged a visually striking event against the backdrop of the nation&#8217;s capital during a historic anniversary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those things have value even when attaching a precise dollar amount to them is difficult.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why declaring the Freedom 250 either a taxpayer boondoggle or an economic windfall tonight would be premature. The event ended only hours ago. The information needed to make either argument responsibly does not yet exist in a complete public form.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What does exist is enough evidence to know what questions should be asked.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Race Is Over. The Accounting Should Begin.<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Freedom 250 accomplished something undeniably remarkable Sunday: it transformed the ceremonial heart of Washington into a functioning IndyCar circuit and attracted enormous public interest while doing it. Penske appears to have shouldered the overwhelming majority of the expense required to make the race itself happen, and supporters have a legitimate argument that the event delivered a memorable, largely free celebration during America&#8217;s 250th birthday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But private financing of the race production doesn&#8217;t erase the government resources surrounding it. Multiple law-enforcement agencies secured the event. Public spaces and roads were restricted. Federal agencies participated in planning and logistics. Military aircraft flew overhead. One of the nation&#8217;s busiest airports stopped commercial traffic for hours to accommodate the display. Those actions may all have been justified, but they weren&#8217;t necessarily free.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The right question therefore isn&#8217;t whether Penske or taxpayers <strong>\u201cpaid for the Freedom 250.\u201d<\/strong> Both private and public resources were involved in different ways.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The better questions are <strong>how much public money was spent, what taxpayers received in return, which expenses were reimbursed, and whether the economic benefits ultimately justified the disruption and public investment.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those answers may take weeks or months to emerge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They are also exactly the kind of answers the government should be required to provide.<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-small-font-size\"><strong><em>Sources &amp; Editorial Note<\/em><\/strong><\/h3>\n\n\n\n<p class=\"has-small-font-size wp-block-paragraph\"><em>This article is based on reporting published through Aug. 23 by Reuters, the Associated Press, The Washington Post, CBS News and Motorsport.com, as well as National Park Service records concerning closures and security restrictions associated with the Freedom 250.<\/em><\/p>\n\n\n\n<p class=\"has-small-font-size wp-block-paragraph\"><em>Available reporting indicates that <strong>Penske Corporation financed the vast majority of the costs associated with producing the race and said it did not accept federal funding for race production<\/strong>.
