Payments approaching $8,000 every two weeks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A small group of employees close to FBI Director Kash Patel\u2014and no public accounting identifying who received the money, what they did to earn it or whether the payments complied with federal compensation limits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those are the allegations raised by Rep. Jamie Raskin, the Maryland Democrat and ranking minority member of the House Judiciary Committee, in a June letter demanding records from Patel and the Federal Bureau of Investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to information received by committee Democrats, Patel\u2019s office authorized substantial, recurring payments to members of his Director\u2019s Advisory Team and agents assigned to his security detail. Raskin alleges that several recipients were already earning the maximum salary normally available to federal employees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The allegations are detailed, but the evidence needed to prove them\u2014including payroll records, award justifications and internal legal reviews\u2014has not been released publicly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction matters. Patel has been accused of treating the FBI budget as a personal and political \u201cslush fund.\u201d It has not yet been established through an inspector-general report, court ruling or publicly available financial records that he violated the law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What is established is that Congress asked for the records. Months later, the public still does not have them.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>More than $1 million for Patel\u2019s inner circle<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Raskin sent his <a href=\"https:\/\/democrats-judiciary.house.gov\/sites\/evo-subsites\/democrats-judiciary.house.gov\/files\/evo-media-document\/2026-06-15-raskin-to-patel-fbi-re-bonuses.pdf\">four-page oversight letter to Patel<\/a> on June 15.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The congressman wrote that his office had received reports that Patel was using part of the FBI budget to make unusually large bonus payments to favored employees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the letter, Patel\u2019s office issued more than $1 million in awards to special agents serving on the Director\u2019s Advisory Team and to agents on his security detail. Some allegedly received payments of nearly $8,000 during multiple two-week pay periods.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raskin said several employees received at least five consecutive payments, bringing the additional compensation to approximately $40,000 per person.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He further alleged that the FBI distributed the money so rapidly that its reserve accounts for employee awards were depleted and some attempted payments were rejected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">None of those assertions can be independently confirmed without the underlying financial records. The letter attributes its payment figures to information provided to the committee\u2019s Democratic minority but does not identify the sources or include copies of the payroll documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Independent reporting has confirmed that Patel created a Director\u2019s Advisory Team composed of agents assigned to politically sensitive matters. Critics have referred to the group as a \u201cPayback Squad,\u201d alleging that it has been used to scrutinize Trump opponents and employees suspected of disloyalty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The label is not an official FBI designation, and membership on an advisory team does not prove misconduct. The unanswered question is whether its members received extraordinary payments because of exceptional work\u2014or because they were willing to carry out Patel\u2019s political and personal priorities.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What Raskin demanded<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Raskin asked Patel to provide four categories of information by June 29:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A complete account of FBI bonuses, awards and other payments made in addition to employee salaries<\/li>\n\n\n\n<li>The name of every recipient, the amount received and the official who authorized it<\/li>\n\n\n\n<li>Internal communications concerning the payments<\/li>\n\n\n\n<li>A list of everyone who served on Patel\u2019s Director\u2019s Advisory Team, accompanied by five years of compensation records<\/li>\n\n\n\n<li>Legal opinions or internal reviews addressing whether the payments complied with federal law<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The letter was also sent to the acting inspector general for the Department of Justice.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/stateofdisorder.com\/wp-content\/uploads\/2026\/09\/jamie-raskin-kash-patel-fbi-bonus-records-20-1-1.jpg\" alt=\"Rep. The FBI also had not answered questions from other news organizations when the allegations were first reported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raskin\u2019s ability to force disclosure is limited. As the Judiciary Committee\u2019s ranking Democrat rather than its chairman, he cannot unilaterally issue a committee subpoena. Republican Chairman Jim Jordan would need to support compulsory action, or Democrats would need to gain control of the committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That leaves the records inside an agency led by the person whose decisions are being questioned.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>When does a bonus become unlawful?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Bonuses for federal employees are not inherently suspicious or illegal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Agencies routinely recognize employees for exceptional performance, difficult assignments or accomplishments that advance an agency\u2019s mission. FBI leadership possesses authority to approve qualifying awards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The potential legal problem is how the payments were authorized, why particular employees received them and whether the money pushed their total compensation above limits established by federal law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under <a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/5\/5307\">5 U.S.C. \u00a7 5307<\/a>, bonuses and similar payments generally cannot cause an executive-branch employee\u2019s annual compensation to exceed the applicable aggregate limit. Implementing regulations normally require an agency to defer the portion of a discretionary payment that would exceed that ceiling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The governing regulation, <a href=\"https:\/\/www.law.cornell.edu\/cfr\/text\/5\/530.203\">5 C.F.R. \u00a7 530.203<\/a>, also provides procedures for correcting payments made above the applicable limit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That means a large award is not automatically unlawful. Even an award exceeding what an employee may immediately receive can sometimes be deferred until a later calendar year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To determine whether Patel\u2019s alleged payments broke the law, the public would need to know:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The employment classification of each recipient<\/li>\n\n\n\n<li>The recipient\u2019s regular salary and other compensation<\/li>\n\n\n\n<li>The statutory authority used for the payment<\/li>\n\n\n\n<li>Whether any portion was deferred<\/li>\n\n\n\n<li>Whether the FBI received an exemption or waiver<\/li>\n\n\n\n<li>Which account supplied the money<\/li>\n\n\n\n<li>Who recommended and approved each award<\/li>\n\n\n\n<li>What documented performance justified it<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Those are substantially the same records Raskin requested.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without them, the legality of the payments remains unresolved.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Bonuses for performance\u2014or payments for loyalty?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Raskin\u2019s allegations extend beyond accounting irregularities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His letter suggests the money may have been used to reward agents who carried out Patel\u2019s partisan directives or to ensure the loyalty of security personnel who witnessed his personal conduct.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That theory remains unproven.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Patel has strongly denied separate reporting about excessive drinking, absences from FBI headquarters and erratic behavior. Republican Sen. Chuck Grassley, chairman of the Senate Judiciary Committee, also reportedly sought records concerning Patel\u2019s travel, vehicle purchases and reimbursement of personal expenses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those concerns do not establish that the bonuses were corrupt. They do, however, strengthen the case for an independent accounting instead of asking the public to accept the director\u2019s judgment without documentation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the payments were legitimate performance awards, releasing redacted records showing their authorization and purpose could resolve much of the controversy. If privacy rules prevent disclosure of recipient names, the FBI could still release totals, award criteria, legal reviews and anonymized compensation data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It has not publicly done so.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The agents rewarded and the agents removed<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Raskin also contrasted the alleged bonuses with Patel\u2019s removal of veteran FBI personnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His letter identifies former acting FBI Director Brian Driscoll, former Domestic Terrorism Operations Section chief Steven Jensen and longtime agent Walter Giardina among the experienced officials dismissed during Patel\u2019s tenure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several terminated employees had participated in investigations involving Donald Trump, the January 6 attack or former special counsel Robert Mueller. Other agents connected to politically contentious cases have also been removed or reassigned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FBI does not publicly discuss most personnel decisions, making the specific reasons difficult to evaluate. Patel and his allies have portrayed the changes as necessary accountability for a bureau they believe was weaponized against conservatives. Former employees and critics describe them as political retaliation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raskin\u2019s argument is that Patel removed decorated career officials while directing unusually large payments to people closer to his own operation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The available evidence establishes that the personnel changes occurred and that Raskin alleges the bonuses occurred. It does not, by itself, prove the two were parts of a coordinated reward-and-punishment system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That conclusion would require the records Congress requested, testimony from officials involved in the awards and findings from an independent investigation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>No, a judge did not threaten Patel with arrest<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Online posts and videos have added a more explosive claim: that a judge threatened to have Patel arrested over the alleged slush fund.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is no credible evidence that happened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">State of Disorder found no court filing, judicial order or reliable news report showing a judge threatening Patel with arrest in connection with the FBI bonuses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At least one video promoting the claim explicitly states in its own description that its content is fictional and does not depict actual events. Its sensational title appears designed to resemble breaking political news despite that disclaimer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fictional claim may have spread because it combines the Patel allegations with a separate controversy involving a much larger fund\u2014and actual federal-court intervention.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Two controversies called \u201cslush funds\u201d<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In May, the Justice Department announced a proposed $1.776 billion Anti-Weaponization Fund connected to the resolution of a lawsuit President Trump filed against the Internal Revenue Service and Treasury Department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program was intended to compensate people who claimed they had been targeted by politically motivated government investigations. Potential beneficiaries reportedly included Trump allies and people prosecuted for their conduct surrounding January 6, 2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raskin and other congressional Democrats also called that program a slush fund. Some Republicans raised concerns about it as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Federal judges blocked the project and questioned whether Trump and his own Justice Department had attempted to avoid judicial scrutiny. U.S. District Judge Kathleen Williams ordered Trump\u2019s lawyers to respond to allegations that the underlying lawsuit and settlement involved collusion, deception or fraud on the court. <a href=\"https:\/\/www.cbsnews.com\/news\/judge-orders-trump-answer-questions-anti-weaponization-fund-fraud\/\">CBS News reported on Williams\u2019 order and the related injunction<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another judge later ordered the government to disclose information about the people who designed the fund, even after Justice Department leadership said the program had been rescinded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those were serious judicial actions\u2014but they were not orders to arrest Kash Patel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The two controversies differ substantially:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Patel\u2019s alleged arrangement involves approximately $1 million in FBI employee bonuses.<\/li>\n\n\n\n<li>The Anti-Weaponization Fund involved $1.776 billion and arose from Trump\u2019s litigation with the IRS.<\/li>\n\n\n\n<li>Raskin questioned both.<\/li>\n\n\n\n<li>Judges intervened in the $1.776 billion fund.<\/li>\n\n\n\n<li>No judge has credibly been reported as threatening Patel with arrest over either matter.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Combining them produces a dramatic narrative, but not an accurate one.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The missing accounting<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The central question is not whether the phrase \u201cslush fund\u201d sounds believable. It is whether public money was distributed lawfully and for legitimate government purposes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bonuses can recognize exceptional service. They can also conceal favoritism, reward obedience or circumvent ordinary compensation rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The difference is found in records: recipient lists, award recommendations, payroll data, legal reviews and approvals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raskin asked for those records. The FBI has not publicly supplied a complete accounting, and the Justice Department\u2019s inspector general has not announced findings resolving the allegations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Until that changes, it would be premature to declare Patel guilty of operating an illegal fund. The FBI director possesses lawful authority to issue certain employee awards, and no court or inspector-general finding reviewed for this article has determined that these payments were illegal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">References to a judicial threat to arrest Patel originate from unreliable content that labels its scenario fictional.
