war entering its seventh month. He called it “small potatoes.”

“I call it a military conflict because it’s small potatoes for us,” Trump told reporters in the Oval Office. “It’s not a big thing.”

The distinction may sound semantic. The fighting is not.

The United States and Israel began striking Iran on Feb. 28. Since then, 18 American service members have been killed, approximately 790 have been wounded and the conflict has cost U.S. taxpayers more than $37.5 billion, according to figures reported by The Associated Press. American aircraft attacked Iranian targets again last week, and Iran responded by firing at American allies in the Persian Gulf.

Yet Trump and Vice President JD Vance have resisted calling the conflict a war. Vance said Thursday that he “wouldn’t call it a war” because there was no active shooting at that moment—even though the United States had conducted strikes earlier in the week and Iranian retaliation continued. Trump defended that characterization the following day.

The language closely resembles a rhetorical strategy Vladimir Putin used when Russian forces invaded Ukraine in February 2022. Rather than acknowledge that Russia had started a major war against its neighbor, Putin announced a “special military operation.”

For more than two years, the Kremlin continued using that description. Putin signed laws imposing lengthy prison sentences for “discrediting” Russia’s armed forces or publishing what the government considered false information about them. In practice, Russian journalists could be punished for describing the invasion as a war while the government used the word to accuse the West of waging economic or informational warfare against Russia.

Trump has not created Russia’s system of criminal wartime censorship. American journalists remain able to investigate the government, contradict its claims and challenge official actions in court. But the similarities in how the two presidents communicate about war are increasingly difficult to ignore.

Both minimize the nature of the conflict. Both present continuing hostilities as evidence of success. Both attack accounts that complicate their preferred narrative. And both place themselves at the center of any possible victory while directing blame for setbacks toward enemies, predecessors and the press.

The question is not whether the United States has become Russia. It has not.

The question is why an American president who has long expressed admiration for Putin increasingly sounds like him when explaining his own war.

A war by another name

Governments frequently use sterile language to make military action sound controlled and temporary. “Operation” suggests something bounded. “Conflict” sounds less consequential than war. Both words allow leaders to emphasize tactical achievements without confronting the duration, costs or uncertain endpoint of the fighting.

In Russia, “special military operation” helped the Kremlin present the invasion of Ukraine as limited, defensive and proceeding according to plan. Putin originally said Russia sought to “demilitarize” and “denazify” Ukraine—objectives broad enough to be reinterpreted as battlefield conditions changed.

Four and a half years later, Russian forces remain at war in Ukraine. Putin said as recently as Sept. 1 that Russia was winning and preparing additional strikes. He has repeatedly insisted that Russia will continue until its objectives are achieved, while leaving the final definition of those objectives flexible.

Trump has employed a similar ambiguity around Iran.

At the outset, he suggested the campaign would last weeks. His administration has emphasized damage to Iran’s nuclear, air-defense, naval and missile capabilities. Trump has repeatedly portrayed the campaign as successful even as American strikes, Iranian retaliation and deaths continue.

When challenged Friday about calling the conflict “small potatoes,” Trump returned to one of his principal measures of success: Iran would not obtain a nuclear weapon.

That may be an objective. It is not an explanation of when the war—or military conflict—will end.

The administration has not clearly told Americans what conditions would constitute victory, how long the United States expects to continue intermittent strikes or what level of retaliation could trigger a larger campaign. The operation can therefore be described as successful after each strike while remaining open-ended.

When terminology has consequences

For military families, the dispute over whether the country is at war is not theoretical.

Maj. Alex Klinner was among six airmen killed when a KC-135 refueling aircraft crashed in Iraq while supporting operations against Iran. His widow, Libby Klinner, told the AP that a military support officer initially said her husband was ineligible for certain benefits because the United States was not at war.

The Air Force later acknowledged that she had received inaccurate information and confirmed that Klinner’s pay included the applicable hazard pay and combat-related tax treatment. Those benefits do not require a formal declaration of war.

The incident nevertheless exposed the disconnect between political language and military reality.

“My husband lost his life because we’re in a war,” Klinner told the AP.

The Pentagon also created a separate casualty category in July for personnel killed or wounded after the administration declared the original operation against Iran complete. Casualties recorded after July 7 are classified under the broader label “Overseas Operations.”

An operation can end on paper. The casualties do not.

Unwelcome reporting becomes propaganda

The comparison becomes more serious when it moves from euphemisms to the treatment of evidence.

Russia’s approach is sweeping and coercive. Independent Russian journalists have been prosecuted, fined, forced into exile and placed on wanted lists. The government has blocked independent outlets and used criminal law to establish an official version of the war.

The Committee to Protect Journalists has documented continuing prosecutions under laws against allegedly false information about the Russian military. Those cases include reporting about civilian deaths, Russian casualties and atrocities attributed to Russian forces.

When evidence of killings emerged after Russian troops withdrew from Bucha in 2022, Russian officials called the reports fake and portrayed them as Ukrainian or Western propaganda. Investigations using photographs, video, witness accounts and satellite imagery documented civilian executions and other abuses during the Russian occupation.

The Trump administration operates within a dramatically different legal system. It cannot simply reproduce the Kremlin’s control over information. But its instinctive response to unwelcome reporting often follows the same rhetorical pattern: dispute the facts, attack the source and characterize scrutiny as politically motivated propaganda.

Pentagon officials have described reporting that challenged optimistic claims about the Iran campaign as lies and propaganda. The administration has also fought with Stars and Stripes, the military newspaper that reports to service members and their families while maintaining editorial independence.

Pentagon leaders fired senior Stars and Stripes personnel after disputes over interference in the newspaper’s work, according to reporting by The Washington Post. Those conflicts included coverage of conditions facing troops during the Iran campaign.

The difference in degree matters. A fired American editor is not in the same position as a Russian journalist facing imprisonment. But the underlying demand is recognizable: reporting should reinforce the government’s war narrative rather than test it.

A school, more than 100 children and an unreleased investigation

The clearest test of an administration’s commitment to wartime transparency often arrives after civilians are killed.

On Feb. 28, strikes hit the Shajareh Tayyebeh girls’ school in Minab, Iran. Iranian authorities said more than 100 students were killed. An Associated Press investigation found evidence that at least one American missile struck the school.

More than six months later, the Trump administration has not directly accepted responsibility or released the Pentagon’s findings.

The damaged school is now becoming a memorial. Its classrooms remain filled with collapsed ceilings and desks partially buried beneath debris. Families have placed photographs of the children along a walkway through the building. Three bodies reportedly remain missing.

The site of a strike on a girls’ school in Minab, in Iran’s southern Hormozgan province, on February 28, 2026. If so, releasing the investigation would allow that evidence to be evaluated. Withholding it leaves the public dependent on the government’s assurances while physical evidence and independent reporting point toward American responsibility.

Russia has repeatedly followed the same sequence after alleged attacks on civilians in Ukraine: deny responsibility, accuse adversaries of staging the event and attack the credibility of outside investigators.

That does not establish that the Minab strike and Russian atrocities are equivalent. Nor does an unreleased American investigation prove a deliberate cover-up. It does demonstrate why transparency matters. A government that alone possesses decisive evidence cannot fairly dismiss competing accounts while refusing to release its own findings.

The Putin question

Trump’s rhetoric cannot be separated entirely from his relationship with Putin.

Trump has repeatedly described that relationship in unusually warm terms. He has held numerous private calls with the Russian president and has sometimes treated Putin’s representations more favorably than assessments from American officials or allied governments.

The relationship has continued during Trump’s second administration. On Saturday, Trump envoys Steve Witkoff and Jared Kushner met with Putin at the Kremlin for more than three hours before traveling to Kyiv for talks with Ukrainian President Volodymyr Zelenskyy.

Previous reporting has raised more direct questions about the administration’s susceptibility to Russian framing.

In November 2025, Bloomberg published a transcript in which Witkoff reportedly advised Putin aide Yuri Ushakov on how Putin should pitch Trump on a Ukraine peace proposal. According to the transcript, Witkoff suggested that Putin congratulate Trump on a Gaza agreement, describe him as a man of peace and use that praise to introduce the proposal.

Ushakov did not dispute the recording’s authenticity, although the AP said it could not independently verify the transcript. The White House also did not dispute it, and Trump called Witkoff’s reported conduct standard negotiation.

A separate recorded discussion published by Bloomberg reportedly captured Russian officials considering how to pass Moscow’s proposal to the Americans while making it appear to be their own. The resulting peace framework included major Russian demands, such as Ukrainian territorial concessions, a smaller Ukrainian military and a commitment that Ukraine would not enter NATO.

Those episodes do not prove that Putin instructed Trump on how to manage the Iran war. They do show a channel in which Russian officials understood personal praise as a useful way to influence the American president—and in which Trump’s own envoy reportedly helped them construct the pitch.

That makes the broader similarities more than an abstract political-science exercise. It raises a legitimate question about whether Trump is consciously borrowing from Putin, absorbing his framing through repeated contact or simply arriving at the same methods because the two leaders share similar political instincts.

The evidence does not yet resolve that question.

Similar methods, different systems

Any comparison between Trump and Putin risks becoming either overheated or artificially cautious.

The United States remains a constitutional democracy with competitive elections, an independent press, courts, opposition parties and legal protections Russia does not provide. American reporters can call the president’s statements false without facing a prison sentence for discrediting the military. Congress can investigate the war. Families can criticize the Pentagon publicly. News organizations can gather evidence in Iran and publish findings contradicting the administration.

Those differences are not reasons to dismiss the comparison. They are why the comparison matters.

Russia demonstrates what happens when the leader’s preferred account of a war becomes legally protected from contradiction. The United States still possesses institutions capable of preventing that outcome. But those institutions depend on officials respecting their independence—and on the public recognizing attacks on inconvenient facts before those attacks become normal.

Putin did not invent wartime propaganda, euphemisms or premature declarations of victory. American administrations of both parties have misled the public about military campaigns. Trump does not need direct instructions from Moscow to recognize the political value of calling a war something smaller, defining every strike as a success and treating contradictory reporting as an attack.

But presidents reveal their governing instincts through the models they admire.

Trump’s approach to Putin has long been marked by personal warmth, repeated private contact and an unusual willingness to accept the Russian leader’s framing. Now, as Trump manages a prolonged conflict of his own, his language increasingly resembles the formula Putin has used for years:

Do not call the war a war. Declare that events are proceeding according to plan. Keep victory flexible. Minimize the costs. Withhold inconvenient findings. When journalists challenge the official account, call their work propaganda.

That pattern does not prove that Trump is taking orders—or even advice—from Putin.

It does suggest that, whether by influence or instinct, he is learning the same lesson: controlling the story of a war can become almost as important as winning it.

Sources and editorial note

This article is a news analysis based on public statements, government records and reporting available as of Sept. 6, 2026. It compares documented language and information-management practices; it does not claim that the governments or political systems of the United States and Russia are equivalent.

The available evidence does not establish that Vladimir Putin directed Donald Trump’s handling of the Iran conflict or that Trump intentionally copied Putin’s wartime strategy. The article identifies similarities and examines whether they may reflect influence, imitation or independently adopted political methods.

Principal sources

Associated Press: Trump calls the Iran conflict “small potatoes” and defends rejecting the war label

Associated Press: Widow of an American airman describes confusion over benefits and the administration’s refusal to call the Iran fighting a war

Associated Press: Evidence surrounding the strike on the Shajareh Tayyebeh school in Minab and the Pentagon’s unreleased findings

Associated Press: Continuing American strikes against Iran and Iranian retaliation

Associated Press: Reported transcript showing Steve Witkoff advising a Putin aide on how to present a peace proposal to Trump

Associated Press: Witkoff and Jared Kushner’s September 2026 meetings in Moscow and Kyiv

Reuters: Putin’s original announcement of a “special military operation” against Ukraine

Reuters: Russia’s changing use of the word “war” and laws criminalizing certain reporting about its armed forces

Reuters: Putin’s September 2026 assertion that Russia was winning in Ukraine

Associated Press: Investigation documenting killings and other abuses during Russia’s occupation of Bucha

Committee to Protect Journalists: Documentation of prosecutions and other repression involving Russian journalists

Committee to Protect Journalists: Continuing effects of Russia’s invasion on journalists covering Ukraine

European External Action Service: Monitoring of Russian information manipulation concerning Ukraine

The Washington Post: Pentagon conflict with Stars and Stripes and the removal of publication leaders

Source limitations

The Associated Press did not independently verify the Witkoff–Ushakov transcript originally reported by Bloomberg.
