Palm Beach County Clerk of the Circuit Court and Comptroller Michael “Mike” Caruso was arrested Tuesday morning on five felony charges stemming from allegations of sexual abuse involving a child—an extraordinary fall for a former Republican state legislator whom Gov. Ron DeSantis appointed to one of Palm Beach County’s most powerful constitutional offices exactly one year ago.

Caruso, 67, faces charges of kidnapping, lewd or lascivious molestation, lewd or lascivious exhibition, luring or enticing a child, and child abuse causing mental injury, according to an arrest warrant and affidavit filed in Orange County Circuit Court. DeSantis immediately suspended Caruso from office following the arrest. The suspension prevents him from performing official duties, receiving his government salary or exercising the privileges of the office while the criminal case proceeds. WPTV News Channel 5 West Palm

The charges are allegations, not findings of guilt. Caruso is entitled to the presumption of innocence unless and until prosecutors prove the charges against him in court.

But the allegations described in the arrest affidavit are disturbing—and according to investigators, they stretch back well before his arrest.

Investigators Allege a Pattern Spanning Nearly a Year

According to WPTV’s reporting on the arrest affidavit, the child described multiple alleged incidents during a recorded interview with Orange County law enforcement. The allegations reportedly begin around November 2024 and continue into 2025. WPTV News Channel 5 West Palm

One alleged incident occurred when Caruso took the child fishing alone at a pond around November 2024. Another allegedly occurred on Thanksgiving Day that year while family members were gathered at a residence.

The allegations described by investigators escalate substantially from there.

Rather than reproduce unnecessarily graphic details involving a child, the essential allegation is that investigators say Caruso engaged in progressively more serious sexual conduct with the child on multiple occasions. That timing is particularly notable because August 2025 was also when Caruso’s political career took a major turn.

The Cruise Allegations Came as Caruso Was Taking Office

According to the affidavit as reported by WPTV, Caruso purchased a seven-day Royal Caribbean cruise aboard Icon of the Seas for at least 10 family members in August 2025.

Investigators allege that while the ship was in international waters, Caruso separated the child from other adults under the pretense of getting ice cream. When they returned, family members reportedly noticed that the child was wearing different clothing and that his hair appeared wet and freshly combed. The child later alleged that sexual abuse occurred while the two were separated. WPTV News Channel 5 West Palm

Those allegations have not been proven in court.

But the date creates an extraordinary overlap with Caruso’s public career.

On August 18, 2025, DeSantis appointed Caruso Palm Beach County Clerk of the Circuit Court and Comptroller after Caruso had spent nearly seven years in the Florida House of Representatives. One year later, on August 18, 2026, Caruso was arrested on the charges he now faces. WPTV News Channel 5 West Palm

The identical dates appear to be a coincidence. There is currently no evidence suggesting otherwise.

More importantly, there is also no evidence currently available showing that DeSantis knew about these allegations when he appointed Caruso.

That distinction matters.

Family Members Allegedly Confronted Caruso Months Later

The affidavit describes another significant development in December 2025, when family members allegedly confronted Caruso about the accusations.

According to court documents described by WPTV, Caruso denied the most serious allegations but allegedly made partial admissions during the confrontation. Investigators also allege that he made statements indicating he understood that disclosure of the accusations could lead to his arrest and suggested the matter did not need to be reported. Those alleged statements could become important evidence in the criminal case, but their precise meaning and context will ultimately be matters for prosecutors, Caruso’s defense and potentially a jury.

Law enforcement apparently continued investigating.

During a recorded conversation with investigators in February 2026, Caruso denied the accusations. According to the affidavit, he argued that the allegations were impossible because he was attracted to women and therefore could not be a sex offender. WPTV News Channel 5 West Palm

The child has reportedly received therapeutic services since April for trauma associated with the alleged incidents. WPTV News Channel 5 West Palm

The Question We Don’t Have an Answer to Yet

This timeline raises an important question that early reporting has not yet answered:

When did law enforcement first learn about the allegations?

There is a major difference between when the alleged conduct occurred, when family members became aware of allegations, when investigators became involved and when government officials outside the investigation knew about it.

The publicly reported timeline currently looks roughly like this:

What isn’t yet clear is precisely when the criminal investigation began and who knew about it at various stages.

Until records or officials answer those questions, we shouldn’t fill the gaps ourselves.

Caruso Wasn’t Just Another DeSantis Appointee

Caruso’s relationship with DeSantis is relevant to this story, but it needs to be presented accurately.

Caruso served as a Republican in the Florida House from 2018 until 2025. His relationship with DeSantis became especially visible during political battles between the governor and Republican legislative leadership.

Then came the clerk appointment.

When the Palm Beach County position became vacant in 2025, DeSantis selected Caruso to fill it, moving an ally from the Legislature into a powerful county constitutional office.

That appointment is a legitimate part of this story because DeSantis personally placed Caruso in the office from which he has now been suspended.

It does not, however, establish that DeSantis knew anything about the conduct alleged in the current criminal case. We have found no evidence establishing that he did.

Political accountability requires asking uncomfortable questions. It doesn’t require inventing answers to them.

Caruso Was Running to Keep the Job

Caruso wasn’t merely serving out a temporary appointment.

He was running in the November election to retain the clerk position. WPTV reports that Caruso was unopposed at this stage, which is why his name did not appear on Tuesday’s primary ballot. WPTV News Channel 5 West Palm

His arrest and suspension now create a separate political question over what happens to that candidacy and whether another candidate can ultimately appear on the ballot.

That question will likely become clearer as Florida election officials and the Republican Party respond to the arrest.

DeSantis Suspended Him Immediately

Whatever political questions surround Caruso’s original appointment, DeSantis’s response to Tuesday’s arrest was immediate.

Caruso was suspended from office, preventing him from exercising his authority or collecting his salary while suspended. FDLE is also overseeing the transition and ensuring that files and records aren’t removed from the Clerk’s Office. WPTV News Channel 5 West Palm

That’s especially significant because this isn’t a minor administrative position.

The Palm Beach County Clerk of the Circuit Court and Comptroller maintains court and official records and performs important financial and auditing functions for county government. Hundreds of employees work under the office.

The Clerk’s Office said Tuesday that its approximately 650 employees would continue serving the public despite what it described as surprising news for its staff. WPTV News Channel 5 West Palm

The criminal allegations concern Caruso personally. There is currently no indication in the reporting reviewed for this article that the alleged offenses involved Clerk’s Office employees, government records or the operation of the office itself.

More Charges May Be Coming

The case may also be far from complete.

Uthmeier said Tuesday that the investigation remains ongoing and that additional charges are expected. Caruso was being transported to the Orange County Jail and was initially expected to be held without bond pending his first appearance. WPTV News Channel 5 West Palm

The case is being prosecuted in the Ninth Judicial Circuit by Special Counsel Rita Peters and Senior Assistant Statewide Prosecutor Lauryn Day. WPTV News Channel 5 West Palm

That means Tuesday’s five charges may represent only the first public stage of the prosecution.

It also means some of the questions surrounding this case may be answered relatively quickly as the warrant, charging documents, court hearings and additional investigative records become public.

This Story Is Bigger Than a Political Gotcha

There will inevitably be partisan reactions to the arrest. Caruso is a Republican. He served in the Republican-controlled Florida Legislature. He supported DeSantis, and DeSantis appointed him to the office he held when he was arrested. Those facts belong in the story. But they aren’t the most important facts.

A child allegedly disclosed repeated sexual abuse by an adult family member. Investigators say the allegations span months and include conduct serious enough to produce charges including kidnapping and lewd or lascivious molestation. Turning that into nothing more than an opportunity to score points against Republicans would diminish the actual story.

At the same time, Caruso’s political position shouldn’t shield his public history from scrutiny either.

The public deserves to know how someone entrusted with a powerful government office reached that position, whether anything relevant was known before his appointment, how officials responded once they learned of the investigation and whether his public record conflicts with what prosecutors now allege occurred privately.

Those are accountability questions, not partisan ones.

What Happens Next Matters

There are several things worth watching now.

Caruso’s first court appearance and bond determination will provide the first glimpse of how prosecutors and his defense intend to approach the case. Any additional charges Uthmeier’s office files could significantly expand what is currently known.

Caruso or his attorney may also issue a substantive response to the allegations.

Then there are the government questions: who will perform the Clerk’s duties while Caruso is suspended, what happens to his November candidacy, and whether additional records establish when investigators first became aware of the accusations.

Most importantly, an arrest affidavit tells us what investigators allege happened. It does not tell us what a jury will ultimately conclude.

Caruso is entitled to defend himself in court.

But public officials are also subject to public scrutiny—and when the person accused is a former state legislator, a sitting constitutional officer and a gubernatorial appointee, understanding how he obtained and exercised that public trust is part of the story.

For now, five felony charges have taken Michael Caruso from the Palm Beach County Clerk’s Office into the criminal justice system whose records his own office was responsible for maintaining.

And the investigation isn’t over.
